Subject : Verification of Taxpayers based on various DGARM Reports – reg.
It is respectfully submitted that our member officers are under immense for carrying out verification of the DGARM reports on top priority, for which, they are required to physically visit the premises. While your goodself is aware that Covid-19 cases are rapidly growing in Surat and most of the areas of South Gujarat, where our member officers are visiting for verification have already been declared as containment zones. It may not be out of place to mention that there are no beds available in all the major Covid care hospitals/Centres located in Surat. In such a situation compelling our member officers to visit the premises located in containment zones is akin to pushing them against the wall of death.
2. In view of the above, your honour is requested to kindly discontinue such physical verifications considering the life-threatening situation in Surat and South Gujarat for the time being till the situation improves. Our member officers and their families shall always remain grateful to your honour for such act of kindness.

of association on various issues – reg.
We
are thankful to your honour for heeding to our grievances during our meeting on
06.07.2020 wherein we inter alia made representations on the following
issues, which are reiterated as under for ready reference and needful action
please :
1.
Issue
of Roster for attendance : It was brought to your kind notice that considering rapid
increase in number of covid-19 cases in Gujarat specially in Surat/Vapi/ Valsad,
attendance of 100% staff everyday is posing severe threat to the officers and
their families. Moresoever , when our department is heading towards e-office,
faceless/contactless works, roster for attendance of officers may kindy be got
issued in line with the guidelines of MHA and MoHFW. Your goodself had assured
for issuance of roster for attendance accordingly.
2.
Shifting
of all Divisions to GST Bhavan : In this regard, our letter dated 30.06.2020 may kindly be
referred. We again submitted that only one division may kindly be got shifted
at each floor as per original plan. Moreover, even after shifting one division
out of two divisions from headquarters building, there will be enough space in
headquarters building. Hence, it is reiterated that the shifting plan may
kindly be modified to the original shifting plan of only four divisions i.e.
Division II, III, IV and V only.
3.
Hiring
of new office premises for Valsad : In this connection, our letter dated 29.06.2020 may kindly be
referred. Your goodself appreciated the proposal and directed us to take up
this matter with the Divisional Deputy Commissioner to send proposal for hiring
of new office premises accordingly.
4.
Restricting
preventive /recovery duties in the hot zones : It was assured by your goodself
that necessary kits such as mask, face-shields, gloves, sanitisers will be
provided to the officers deputed for such duties but it is reiterated that in
such a situation when covid-19 cases are rapidly shooting, preventive/recovery duties
may kindly be put on hold and visits to hot zones by our officers may kindly be
stopped considering health constraints of
our officers and their families.
5.
Annual
General Transfer 2020 :
We had earnestly requested to kindly put on hold all station changes except
mutual transfer cases/willingness requests as also requested from hon’ble Chief
Commissioner through our letter dated 02.07.2020. Your goodself was kind enough
to assure us of no big scale transfer orders. It is reiterated to consider
requests of all the officers sympathetically so that minimum disturbance occurs
to them.
In addition
to above, various other general issues such as providing of masks, sanitisers
etc. to the officers and staff, constituting covid team of officers etc. were
also discussed and your goodself was kind enough to appreciate our concerns and
assured for all possible measures.
In view of
the above, it is once again requested to kindly look into the above matters
personally. It is also submitted that JCM of the associations has not been
conducted for a long time, which may kindly be conducted periodically and its
minutes may also be released so as to ensure active redressal system with
regard to grievances of our members.

Sanction of reward in Surat
To

Subject : Sanction of rewards to
Officers and in Preventive/Recovery cases – reg.
It
is respectfully submitted that during last two years, there has not been any
sanction of reward to the officers and even no committee for considering the
reward cases has been constituted in Surat Commissionerate. While our member
officers are doing their best and a good number of preventive cases were booked
by them resulting into recovery of huge government revenue. To boost their
morale, it is expected that benefits of reward schemes may be extended to them
periodically.
2. In view of the above, it is requested that committee for
considering eligibility for reward schemes and processing reward files may
kindly be constituted at the earliest and suitable rewards may kindly be
sanctioned to the eligible officers.

GPF A/c transfer representation
To

Subject : Problems faced by the
officers in transfer of their GPF account balance on their
transfer from one PAO to another PAO – reg.
It
is respectfully submitted that as per the existing practices (before GPF A/c is
aligned with PFMS), the officers covered under GPF, on being transferred from
one location to another falling under different PAO, have to submit an
application to their previous PAO through current PAO to get their GPF Account
balance transferred to their new account and on every such transfer a new GPF
account is opened. Due to such cumbersome process, transfer of GPF balance
amount is very often held up, sometimes due to not applying by the concerned
officer and many a times due to delay on the part of PAOs.
2. Whereas, every transfer order/relieving order and joining
reports are invariably endorsed & forwarded to the PAOs and salaries of the
concerned officers are released by the PAO accordingly, there appears technically no need of a separate
representation for transfer of GPF balance amount in the new GPF account. In
fact, this is required to be got done on the basis of Last Pay Certificate
itself. Even though, our officers are facing difficulty in transfer of their
GPF balance amounts even after making representations to this effect.
3. In view of the above, your goodself is requested to kindly
impart necessary guidance in this regard to the PAO, CGST & Customs, Surat/Vapi
/Vadodara/Ahmedabad/ Rajkot/ Gandhidham/Bhavnagar/Jamnagar accordingly to take
up all the cases of already transferred out officers and to release their GPF
Contribution amount available with them to their present PAO for depositing the
same in their current GPF account as per PFMS.

AGT 2020 Representation
To

Sir,
Subject : Annual General
Transfers-2020 – regarding
Your
goodself is well aware that corona pandemic and its fatality are growing by
leaps and bounds and straightening of the curves is yet unpredictable. We are
living in a state of mental depression due to such vulnerable situation. In
such circumstances, our member officers are apprehensive of their likely
displacements due to Annual General Transfers. At the same time, many officers
who are already displaced and are working far away from their family/home are
also worried about well-being of their family and wish to get united with their
families in such a situation. Accordingly, mutual transfers based on the basis
of representations of the affected officers will serve the purpose of AGT for
the year 2020.
2. Any mass
displacements in such a situation would result into several problems such as
unavailability of mode of transportation, food and lodging issues as
hotels/restaurants are already closed, unavailability of rented accommodation
as no landlord would rent his home to any outsider and God forbid, if situation
persists, displaced officers and their families may even have to face
quarantine at their new locations. In addition to above, with already announced
measures to curb government expenses, TTA grants are also not expected to be
released smoothly.
3. It is respectfully
submitted that your honour may please take a sympathetic view on the above
concerns of our member officers and may kindly be pleased to replace “AGT
Policy” with “Employee Welfare Policy” this year and kindly consider all the
grounds of officers including illness of self, ailing
parents/spouse, no other male family member in the
house, working spouse, deaf & dumb ward, co-morbidities, near
retirement, children studying 10th/10+2 etc. and kindly accommodate maximum
officers to their choice of station to the extent possible. With faceless,
contactless and paperless work culture being developed and with introduction of
e-office it would be a morale booster to our member officers and by considering
their request for posting at the place/station of their choice in such a
situation, your goodself will be encouraging the officers to generate maximum
output of their quality work.
4. Sir, tough
situations demand great decisions. Having faith in your leadership, we once
again respectfully submit before your honour to kindly order for an AGT with
minimum displacement by sympathetically considering all the representations on
merit by transferring only willing officers this year. We hope, your goodself
will set a precedent by doing so and we shall ever remain obliged for such

Request for not calling for avoidable/routine reports on holidays

: Request for not calling for avoidable/routine reports on holidays – reg.
Covid-19
pandemic has completely changed the work-culture in government offices and we
are heading towards contactless and paperless functioning. With sudden outbreak
in number of corona positive cases throughout Gujarat, we are thankful to your
goodself for allowing the officers to work from home/office on roaster basis,
which has been a big relief to our members and they have diligently been
working even during lockdown period.
2. However, it is respectfully submitted that reports/routine
works are very often being called from our members even on weekends/holidays,
which puts negative impact on family life and personal well-being of our
members who are sincere enough to avoid any reminders from higher ups and who
consider directions of their superior officers seriously. In a depressing
situation as is today due to Covid-19 pandemic, family and children deserve
attention of their parents and even the officers deserves some free personal
moments at least on declared holidays to maintain their mental health.
3. In view of the above, it is earnestly requested that
considering personal well being and family life of the officers, reports of
routine matter may kindly be avoided to be called from the officers on weekends
and closed holidays.
