Annual General Transfer -2020 amidst Covid19 pandemic by relaxing Transfer Policy provisions

Subject : Annual General Transfer -2020 amidst Covid19 pandemic by relaxing Transfer Policy provisions – regarding

            Needless to say that Covid19 pandemic has halted routine of the entire world, worldwide economy is facing the worst phase ever, our country is facing a catastrophic situation and our government is trying to cut down all the avoidable as well as unavoidable expenses including dearness allowances to the employees. In such a situation, our brother officers have generously made additional voluntary contributions/donations while also discharging their duty amidst this disaster either by attending office or by working from home.

2.         As a matter of fact, all central government departments have been directed to make the “savage cuts” by redoing the Budget maths. So in nutshell, there is a clear message that central government employees are going to be at the receiving end of the ill effects of this pandemic. 

3.         Sir, it is respectfully submitted that Annual General Transfers-2020 is due as per the departmental calendar and if it is issued in present situation, it would come as an agony and shock to our brother officers as they fear large scale displacements as used to happen every year, and that too with unavailability of funds for reimbursement of TTA. It is not out of place to mention here that many officers have not yet received their TTA of the last year’s transfers. In present situation, it would be quite impossible for someone to go and find a rented accommodation in a new city or to travel to a far flung area amidst situations of lockdown that too with curtailed salaries. Though the lockdown is expected to be withdrawn on 3rdMay, looking at the speedy spread of pandemic any visible relaxation in social distancing norms or unrestrained commuting is still a day dream. 

4.         In view of the above, we propose the following submissions for your kind consideration for issuing Annual General Transfer Orders by relaxing the Transfer Policy to the extent of the following :
(i)           Station transfers i.e. transfer beyond 20 km radius may be restricted to the willingness of the officers only. By implementing this suggestion, no composite transfer allowance will require to be paid. 
(ii)         Transfer to/from - Customs or Audit Commissionerates may also be effected in a manner that the transferred officers may be adjusted at the station of their willingness to the extent possible. 
Illustration : If an officer of Surat (currently in Customs at Surat) gets CGST Surat but he gets Valsad, Vapi or Umbergaon, then it will not be his willingness based posting.
(iii)        Willingness of all the displaced officers to the extent possible may also be considered positively so that they can perform their official duties as well as family responsibilities effectly.

5.         We hope that our above request will be considered by your honour positively as this is both in the interest of the department as well as the departmental officers and would be of big help in containing the spread of Covid19 without compromising the departmental functions. This letter is without prejudice to our letter of even number dated 16.03.2020 (copy enclosed) vide which suggestions for amendment in Transfer Policy were made. It is requested that before holding Annual General Transfers 2020, the transfer policy may kindly be amended considering our suggestions and a virtual meeting may be held with us before finalizing the transfer policy/holding of AGT 2020.
