Sub: Shifting plan for newly constructed GST
Bhavan building,Nanpura,Surat-M/reg.
At the outset we are thankful to
your goodself on behalf of our cadre for taking up the task of shifting of CGST
Division Offices from old rented premises of Samruddhi Building, Nanpura to the
newly constructed GST Bhavan. We also appreciate proactive efforts of the
hon’ble Chief Commissioner in granting speedy clearance for shifting division
II, III, IV & V into newly built GST Bhavan by hon’ble Chief Commissioner
vide his office letter F.No. I/22-05/CCO/2020 dated 18.03.2020 but the shifting
work got delayed due to lockdown.
2. We wish to respectfully submit that Newly
constructed GST Bhavan has four floors consisting of almost equal area and
space. Each floor consists of on average 6 rooms, 12 small cabins and 8
cubicles and therefore can accommodate one division having working strength of
around 21 officers i.e. DC/AC, Superintendent and Inspectors. The store space,
sitting arrangements of Dispatch/Receipt clerks and havaldars may also be
managed as such for each division at each floor.
3. However,
we were shockingly surprised on letter F.No. I/35/2019 dated 22.06.2020 vide
which one more division i.e. Division-I was also included in the shifting plan.
Even more unreasonable was the decision to shift both division-III & V on
the same floor i.e. 4th floor. Our association alongwith Inspectors
Association brought this fact before the Joint Commissioner, CGST, Surat who
assured that first shifting of Division II, III, IV and V would be only be
done. He also assured that subject to availability of space decision for
shifting of Division I shall be taken.
4. But completely against the assurance
to the association, decision has been made begin with shifting of Division I and II, irrespective to the fact
that Division I and II are situated in the Department owned building at Chowk
Bazar and other Divisions III, IV and V are situated in the rented premises. We
see no logic in such a decision and such a decision appears completely
unreasonably and arbitrary without taking into consideration all the requests,
representations and apprehensions of the association. It also indicates that
the officers posted in all the Divisions are being shifted to the limited space
of GST Bhavan as if GST Bhavan is a dumping ground for the officers and it
would not just demoralize the morale of the officers but would also be akin to
compelling them to work in an unhygienic, indifferent environment, which would
take a toll on their productivity and will also put the image of the department
in bad light before the assesses, clients and general public.
4. In view of the above submissions, it is
requested to kindly consider our representation sympathetically and modify the
shifting plan so as to shift Division II, III, IV and V only at each floor in
GST Bhavan and oblige.
